Yes. Level 3 is a carrier whose numbers are provisioned by software to VOIP platforms and apps, not sold as phone lines to people. When a reverse lookup on an applicant's number says LEVEL 3 COMMUNICATIONS, LLC - CA, this is what it means.

What Level 3 is

Level 3 Communications is part of Lumen Technologies, which bought it in 2017 along with the CenturyLink brand. Level 3's local-carrier entities in each state carry wholesale voice: many VOIP providers, call centres and unified-communications products route through Level 3 and hand out numbers from its blocks. Level 3 also serves large businesses directly, so some of its numbers ring on real office desks.

Every North American number belongs to a block of a thousand, and every assigned block is listed with its holder in NANPA's public thousands-block report. Some holders are also assigned whole exchanges of ten thousand numbers in the central-office code report. These counts are from the October 2026 reports. The area codes with the most Level 3 blocks are 646, 512, 678, 469, 832, 484, which says more about where numbers are in demand than about where the applicant lives: a number from a wholesaler is picked from whatever area code the buyer asked for.

Why an applicant's number lands here

A Level 3 number is less specific than one from a pure API carrier. It can be a corporate desk phone, a call-centre line or a number a VOIP app assigned a minute ago. ApplySift still counts it as a wholesaler block because the applicant pool it was validated on agreed with a paid line-type lookup almost perfectly, but weight it with the other signals on the row.

In one real pool of 1,455 applications to a remote engineering role, 60% of the phone numbers were in wholesaler blocks like these; a paid line-type lookup agreed with the public-record check on 99% of them.
